Pursuant to Article 37 of the Act of July 20, 2017—Water Law (Journal of Laws of 2023, Item 1478, as amended) The Wągrowiec Municipal Office submits a request to include in the list of bathing areas sections of surface waters in the village of Kobylec where a bathing area is planned to be established. Bathing Area I – Kobylec 1) Name and address of the organizer: Wągrowiec Municipal Office, with its registered office at: 22 Cysterska St., 62–100 Wągrowiec. 2) Name and address or location of the planned bathing area: Municipal bathing area on Lake Kobyleckie, located in the town of Kobylec, on plot No. 176, adjacent to plot No. 154/21, Kobylec cadastral district, Wągrowiec Municipality. 3) Specification of the shoreline length The length of the bathing area’s shoreline is approximately 80.00 m, and the width of the bathing area is 10.00 m. 4) Estimated maximum daily number of visitors to the swimming area The estimated maximum number of visitors to the swimming area in Kobylec during the summer season averages approximately 100 people per day. The number of people using the swimming area was recorded in the lifeguards’ logbook; therefore, the figure provided is an estimate. 5) Opening and closing dates of the swimming area during the previous season—2023. During the 2023 season, the swimming area was open from July 1, 2023, to August 31, 2023. Two lifeguards were employed at the swimming area. In 2024, the plan is to employ two lifeguards as well. 6) Waste management: There are 3 containers with a capacity of 1,100 liters located on the swimming area grounds, as well as small street trash cans placed throughout the area and 4 waste bins with a capacity of 240 liters each. Waste is collected by a contracted company specializing in waste collection, in accordance with the agreement. 7) Beach infrastructure, including restroom facilities—LAST YEAR, the beach in Kobylec was equipped with restroom facilities in the form of two portable TOI-TOI toilets. The swimming area is equipped with a WOPR station, which has additional restrooms available in the staff building. Restrooms are also located on the Orlik grounds. - WASTE CONTAINERS In 2024, plans call for the installation of 3 containers with a capacity of 1,100 liters, 240-liter trash cans, and small street trash cans (4 units) on the bathing area grounds - OTHER INFRASTRUCTURE ELEMENTS 1. Currently, the swimming area features the following infrastructure, small-scale architectural elements, and landscaping features: - 3 wooden piers: one two-section pier measuring 12.0 m x 1.5 m and 19.0 m x 1.5 m, and one single-section pier. The two-section pier was renovated in 2013, and the single-section pier was renovated in 2012. The remaining piers are scheduled for renovation and maintenance in future years. A technical inspection of the aforementioned piers will be conducted before the start of the swimming season to ensure all safety measures are in place at the swimming area. - The swimming area will be marked with buoys during the summer. - A beach volleyball court and a children’s playground are located in the swimming area. - The ORLIK sports complex is located near the swimming area. In 2011, the lakeside area was developed by installing small architectural features and water attractions as part of the project titled “Expansion of the existing sports and recreational infrastructure, including the development of the lakeside area in Kobylec.”” The installed facilities include: the Anakonda slide and a floating dock. Extensive landscaping was carried out around the newly constructed sports and recreational facilities within the expanded sports and recreational complex at the beach in Kobylec. 7) Opening and closing dates for the swimming area in 2024 The swimming area will be open from July 1 through August 31, 2024.
